Introduction

  • There are currently over 6.4 billion people living on the planet, a figure which is increasing by 77 million each year. By 2050, the United Nations estimates that total world population will be over 9.3 billion. The bulk of this population growth will occur in the developing world, where today over 1.2 billion people, mainly women and children, are living in extreme poverty. Coping with this future population increase will pose severe social and environment challenges for global leaders, not least of which will be providing enough food to go round.
  • Life sciences and biotechnology are likely to be important tools in the fight to feed the world’s growing population. New biotechnology techniques have the potential to deliver improved food quality and environmental benefits through agronomically enhanced crops. Enhanced food and feed quality may be linked to disease prevention, and may result in the reduced use of chemical pesticides, fertilisers and drugs, leading to more sustainable agricultural practices in both the developed and developing world. Advances in biotechnology can also result in major health care benefits, allowing for the production of cheaper, safer drugs in large quantities. Personalised and preventative medicines based on genetic predisposition, targeted screening, and innovative drug treatments are among the possibilities on offer.
  • Despite these clear advantages, the subject of biotechnology, and genetically modified organisms (GMOs) in particular, has raised widespread public concern about the possible impact on human health and the environment. The sensitivity of this issue highlights the need for responsible policies at EU and international level to ensure these concerns are addressed and that the protection of the environment and human health remains a priority at all times. The EU has been legislating on GMOs since the early 1990s. These rules and regulations cover the use, traceability and labelling of GMOs or products and feeds containing GMOs and are designed to protect the health of both citizens and the environment. 'Our job is to help make Europe's citizens healthier, safer and more confident. Over the years the European Union has established EU laws on the safety of food and other products, on consumers' rights and on the protection of people's health.

The Health and Consumer Protection Directorate General has the task of keeping these laws up to date. It is national, regional or even local governments in EU countries who actually apply the EU's health and consumer protection laws. It is their job to make sure traders, manufacturers and food producers in their country observe the rules.   • The European Network of GMO Laboratories welcomes twenty-four control laboratories from all New Member States. This has been celebrated at an inauguration conference in Prague on April 29th 2004.
  • The European Network of GMO Laboratories (ENGL) is set up to contribute more effectively to the European harmonisation and standardisation of means and methods for sampling, detection, identification and quantification of Genetically Modified Organisms or derived products in a wide variety of matrices, covering seed, grains, food, feed and environmental samples. As such, it is aimed to act as a scientific and technical European Union network of excellence within the context of EU GMO regulation. Projects of excellence and innovation and rapid exchange of data within its members are key to ENGL.
  • It currently consists of 71 enforcement laboratories. The chairmanship of the network is under the responsibility of the unit "Biotechnology and GMOs" of the JRC's Institute for Health and Consumer Protection. The scope is to create a unique platform for experts that are involved in the sampling, detection, identification and quantification of GMO's - being in the environment, food, feed and seeds - and where technical items can be put forward and discussed, namely:
  • Sampling strategies and procedures for different GM-commodities (seeds, grains, raw material, products for final consumer or mass caterers); Databases and bioinformatics and requirements for unique identification of GMO's and setting up of databases that contain these molecular data; Training has been organized at the Ispra site.
  • A restricted Web site, the "Bulletin Board of the European Network of GMO Laboratories", has been set up with the purpose to facilitate exchange of information, post notices and view information on news and events.
