[edit] Expert warns of pests in China veggies
bron;
The government must rethink its decision to import Chinese vegetables under a bilateral trade pact because the deal might bring into the country high-risk pests and remains of toxic chemicals, a former official of the Bureau of Plant Industry said.
Estrella Tuazon, former chief of the BPI's plant quarantine services, said agriculture and trade officials must be wary of the effects of bringing into the local market Chinese potato, carrot, ginger and cabbage under the early harvest program (EHP)
The EHP was signed in Manila on April 27 by Trade Secretary Juan Santos and Chinese Minister of Commerce Bo Xilai during Chinese President Hu Jintao's state visit.
Tuazon, who spoke at the Benguet Farmers' Summit on Friday at the provincial capitol here, said the country must impose a very rigid pest risk analysis (PRA) on Chinese vegetables to prevent the entry of pests, diseases and chemical residue that could endanger the local vegetable industry.
said while the BPI already conducted a PRA on Chinese carrots, the results were far from satisfactory since the PRA "failed to comply with some of the requirements of a genuine PRA pursuant to the phytosanitary (pest and diseases) and sanitary (cleanliness) standards, known as SPS, set by the rules of international trade."
The PRA on Chinese carrots, which the BPI had submitted for approval of the Department of Agriculture, lacked certain data, Tuazon said.
"The Chinese producers did not provide information on their pest management and general surveillance programs," she said.
She also said the BPI also failed to ask for an analysis of chemical residue found in the Chinese crop.
"We also need to know the chemicals they spray on their carrots to be able to determine if their use is within acceptable levels," she said.
"This is because the PRA team failed to conduct an ocular evaluation and actual testing of the soil and carrots in the farms where they are grown in China," Tuazon said.
Tuazon, who worked with the BPI for 23 years, cited the study made on the PRA by plant experts from Benguet State University here who said two of the 12 pests in Chinese carrots identified by BPI "are considered high risk" and their introduction to the country will endanger the ecosystem.
Tuazon named one of the pests as the Ditylenchus destructor, a burrowing type of worm, which she said, "is very dangerous."
She also scored the PRA team for relying heavily on the Internet to obtain information on the history and nature of the pests found in Chinese carrots.
"While the data taken from the Internet is the product of scientific research, they need to be verified by new and actual studies on the field," she said.
"Free trade allows the exchange of products but not the exchange of pests and diseases," Tuazon told 560 farmers who attended the summit.

[edit] Foreign companies eye business opportunities in China
An increasing number of overseas businesses are eyeing the lucrative business opportunities of China's market against the backdrop of worldwide economic stagnation.
The 7th Zhejiang Investment and Trade Symposium (ZJITS) and the 4th China International Consumer Goods Fair (CICGF), which kicked off on Wednesday in Ningbo, coastal city of east China's Zhejiang Province, has attracted foreign companies from about 20 countries and regions, including those listed in the world's 500 top businesses, such as Carrefour, Group Auchan and General Electric.
Insiders said that this indicates that more overseas enterprises are pursuing business in China in view of its fast economic growth after the country's entrance to the World Trade Organization (WTO) in 2001.
At the trade fair, overseas businessmen were especially impressed by the diversification, high quality, and stable price of traditional garments, handicrafts and other consumer products, according to sources with the organizing committee.
The France-based retail group Auchan, a global top 10 retail giant, purchased about 80 percent of Auchan's goods from China.
Jean-Pierre Delacroix, deputy general manager of Auchan ( Shanghai) International Trading Company Ltd., said: "Chinese products are welcomed because they are of high quality and are reasonably priced. We hope to sell more of China's products to Europe and even the whole world through Auchan's sales channel."
To some overseas companies, commercial opportunities in China also mean to rejuvenate their flagging economic status. And they are paying more attention to China's position in the international market.
At the two trade fairs, Zhejiang Province also hosted the Day of Germany in the hall for the first time. Some German official investment promotion organizations, such as Bremen, Schleswig-Holstein, attended the exhibition for further cooperation.
